How to make .VP6 videos:
Download and install the necessary files:
VP6 codec
Any Video Converter
Xvid
Video editor of your choice
Conversion to .AVI:
Go to your video editor (I use DaVinci Resolve)
Open the video you want to convert to .VP6
Make sure to shorten it the same as the length of the .VP6 video you're going to replace
Resize the video to 1280 x 720 (1920 x 1080 will not work)
Export/Save as .MP4
Open Any Video Converter
Click "Add or Drag File(s)" and select the exported/saved .MP4 file
Select "Customized AVI Movie .avi"
Choose video codec "xvid", then frame rate to 30
Choose "convert now!"
Conversion to .VP6:
Open VirtualDub
Drag and drop the converted .AVI video
Select "Video>Full processing mode"
Select "Audio>Full processing mode" and "Audio>No audio" (this depends on whether the game uses audio from another file or not)
Press CTRL+P
Choose "VP60R Simple Profile"
Save as .AVI
Open "VP6 Converter 008"
On the "Input video file", choose the directory of your .VP6 video

After installing the VP6 codec, you can open VP6 files with VLC media player.
Never use vp6 enconder with files with name with spaces, it will give you error of sound not found.
